Saudi Civil Defense requires every facility to have suitable safety systems before it opens. The exact requirements depend on the activity, floor area, number of storeys and hazard level. This guide summarises what a commercial building typically needs to pass inspection, based on our work across the Eastern Province since 2009.
Why the requirements matter
They are the minimum that ensures a fire is detected early, people evacuate safely and flames are controlled before they spread. A safety certificate is also needed to issue and renew the municipal licence for your business.
The reference: the Saudi Fire Code
Civil Defense relies on the Saudi Fire Code (SBC 801), which defines when sprinklers are required, when an alarm system is enough, and how many exits a building needs. NFPA standards are used for detailed design, installation and maintenance.
Systems commercial buildings usually need
- Fire alarm: a control panel, smoke or heat detectors, manual call points by the exits and audible sounders.
- Extinguishers: types that match the hazard (powder, CO₂, foam), spaced and mounted correctly.
- Firefighting network: hose reels in larger buildings, and sprinklers in warehouses, malls and multi-storey buildings where the code requires them.
- Emergency exits and lighting: illuminated exit signs, emergency lights and push-bar doors.
- Special systems: kitchen suppression for restaurants and clean-agent systems for server and electrical rooms.
Approved drawings first
Start with approved safety drawings that show device locations and pipe routes and classify the building by hazard. Building without them is the most common reason for failed inspections.
Inspection and handover
After installation, systems are tested and commissioned, then an inspection request is submitted through Civil Defense’s official platforms. The inspector checks that the work matches the drawings and that alarms, suppression and exits actually work.
Maintenance keeps you compliant
A periodic maintenance contract with a licensed company, and records of regular inspections, are usually required to renew the certificate.
